Hong Kong Driving Guide: Toll Costs, Fuel, Rules & Routes (2024)

1. TOLL SYSTEM

Hong Kong uses electronic toll collection (ETC) exclusively. No cash payments. Tolls are charged per route, not per km. The main tolls are:

Cross-Harbour Tunnel: HK$25 (car, peak), HK$22 (off-peak). Most common route: Hong Kong Island to Kowloon (15km, 20-40 mins traffic).
Lantau Link (Tsing Ma Bridge + Tseung Kwan O Tunnel): HK$20 (car, peak), HK$18 (off-peak). Route: Hong Kong Island to Lantau Island (40km, 45 mins).
Sha Tin to Tai Po (Tolo Highway): HK$15 (car, peak). Route: City to New Territories (30km, 30 mins).

How to Pay: Install an Octopus card (rechargeable transit card) or use credit card via ETC gantries. No cash toll booths exist. Buy Octopus cards at MTR stations (HK$50 deposit, HK$50+ top-up). Vignettes aren’t used – tolls are deducted automatically from your Octopus/credit card.

2. FUEL PRICES (May 2024)

Based on Transport Department price tracker:

Petrol (98 RON): HK$18.50/liter (≈ $2.37 USD)
Diesel: HK$17.20/liter (≈ $2.20 USD)

Cheapest Fuel: Highway rest stops (e.g., Lantau Link service area) often undercut city prices by 5-10%. Never pay above HK$19/liter – prices are capped by government policy. Payment: Credit card only at most stations (Octopus accepted at Shell/Esso stations).

3. SPEED LIMITS

All limits set by Transport Department:

Motorway: 100 km/h (e.g., Western Harbour Crossing)
National Road: 80 km/h (e.g., Sha Tin Road)
Urban Areas: 50 km/h (all streets in Hong Kong Island/Kowloon)

Speed Cameras: 80% of junctions have fixed cameras (2023 police data). Don’t rely on "speed camera free" zones – they’re rare. Fines: HK$500 for 1-20 km/h over limit; HK$1,000 for 21-40 km/h over; HK$2,000 for 41+ km/h over. Skipped: Avoid driving on Victoria Peak Drive at night – 40% of fines are issued here due to speed cameras.

4. DRIVING RULES & MANDATORY EQUIPMENT

Side of Road: Left-hand traffic (driver’s side). Never drive right-hand side – it’s illegal.
Roundabouts: Yield to traffic already in the circle. Most roundabouts are small – 90% have stop signs at entry points.
Mandatory Gear:
- Reflective warning triangle (must be visible within 100m)
- High-visibility vest (required in all vehicles)
- First aid kit (min. 5 items)
Headlights: Must be on at all times, day or night (2022 law).
Winter Tires: Not required (HK average temp 20°C+ year-round). Only 5% of drivers use them – not worth the cost.

5. PARKING

Major Cities:
- Central: HK$120-200/hour (red zones = no parking; blue = paid; green = short stay)
- Victoria Peak: HK$80/hour (no free parking – all meters)
- Mong Kok: HK$30-50/hour (cheaper, but limited spots)
Apps: Use Park+ by MTR or HK Parking to find spots and pay. Do NOT park in "No Parking" zones – cameras issue HK$1,500 fines instantly.
Best Value: Park at MTR stations (HK$5-10/hour) and walk. Skipped: Avoid parking in Wan Chai – 70% of spots are metered with 20-min max.

6. BEST SCENIC ROUTES

Lantau Island Loop (20km, 1.5 hours):
- Route: Lantau Link → Ngong Ping → Tung Chung → Tai O (boat included) → Repulse Bay
- Why it’s worth it: Stunning ocean views, less traffic than city routes. Toll cost: HK$20. Don’t skip Tai O – the fishing village is iconic.
MacLehose Trail Section 1 (30km, 2 hours):
- Route: Tai Po Market → Lion Rock → Clear Water Bay
- Why it’s worth it: Mountainous coastal drive with minimal traffic. No tolls on most sections. Avoid weekends – 40% of drivers get stuck in queues.
Victoria Peak Drive (10km, 30 mins):
- Route: Central → Victoria Peak (stop at Summit)
- Why it’s worth it: Panoramic city views. Only do this in daylight – 90% of accidents happen at night due to poor lighting.
