1. TOLL SYSTEM

Albania uses a vignette system only on two major highways: the Durrës-Tirana motorway (A1) and the coastal Durrës-Vlorë route (A1). Tolls are not free on most roads. Costs:

Payment Reality: Cash is mandatory at all toll points. Electronic tags (like those in EU) are not operational. Buy vignettes in advance to avoid delays (queues often form at Durrës toll).

Payment: Cash (€50/100 notes) is required at 95% of stations. Cards are rare (only in major cities like Tirana). Carry cash – don’t assume card payment works.

Legal limits (per Albanian Traffic Code, Article 102):

Speed Cameras: Extremely rare outside Tirana. Only 12 fixed cameras in Albania (all in Tirana). Fines for speeding: €100–€300 (paid at police stations, not via apps). Don’t rely on cameras – drive cautiously on winding coastal roads (e.g., near Himarë) where 42% of accidents occur due to speeding (2023 ARAP report).
